Technology and data underpin everything we do at TfL. From mission critical systems that govern the movement of trains to the development of complex fares and ticketing revenue collection software. Technology has become the driver of all aspects of our business. Vast amounts of data is generated as a by-product and used to improve services for our customers.
The role:
We are seeking a Senior Product Manager in Surface T&D Network Operations to lead our Licencing, Regulation and Network Access portfolio. Working collaboratively with teams in Tech and Data you will support the Surface business team by bringing together stakeholders from across TfL to define ambitious, compelling product portfolio roadmaps that deliver the enabling technology to:
Support the licencing of Private Hire Operators, Vehicles and Drivers through reliable & adaptable technological infrastructure and processes
Ensure that TfL Compliance officers have the required technology and real-time access to data to ensure the compliance of Private Hire Operators, Vehicles, and Drivers
Support Road User Charging Operations to ensure the integrity of relevant schemes e.g. Direct Vision Standard
Improve the passenger transport experience by reducing congestion, lowering omissions, improved safety & efficient movement of goods and services
You will need a thorough awareness of agile delivery methods. You will have a knack for product innovation with one eye on the future, and the aptitude to do all of this within a complex stakeholder environment. And of course you’ll be keeping budgets in check and delivering to tight operational deadlines.

Able to define and develop product development strategies and product roadmaps
Modelling, analysis and research skills; able to synthesize complex sources of information into clear concepts to inform decision making, including defining total cost of ownership, whole life product costing and return on investment indicators
Able to establish and document business needs and outcomes
Strong commercial acumen; able to competently conduct commercial negotiations and input into commercial activities
Strong interpersonal skills including the gravitas to influence at senior levels with positive effect
Strong planning and problem solving skills, and prioritisation capability
Demonstrable mix of creative and technical flair, commercial realism and a pragmatic ‘can-do’ approach
Able to develop a climate and practices of continuous product improvement
Able to monetise digital products for maximum revenue and balance with ensuring a great user experience
Knowledge
Educated to degree level or equivalent
Necessary technical capabilities to deliver fit for purpose products
Relevant legislation pertaining to information management
Government/Public/Transport Sector – e.g. Data Protection Act
Strong understanding of the principles and practices of digital product development
Strong understanding of the digital agenda and the potential of digital services for business transformation
Excellent knowledge of digital best practice and standards, user experience design, web analytics and agile delivery
Excellent understanding of emerging trends and technologies
Experience
Significant experience of leading complex product delivery of a similar size, complexity and budget to TfL
Strong experience of product ownership and management, gained within a large, demanding organisation with multiple stakeholders and audiences.
People leadership experience managing all aspects of people management and providing quality assurance, efficiency and effectiveness of work outputs
