The Massachusetts Peace Officers Standards and Training Commission (“the POST Commission”) an independent agency with appointees from the Governor and Attorney General, was established by Chapter 253 of the Acts of 2020 (“An Act Relative to Justice, Equity and Accountability in Law Enforcement in the Commonwealth” the Act commonly referred to as Police Reform).  The Commission’s role is to create a mandatory certification process for police officers in Massachusetts, as well as processes for decertification, suspension of certification, or reprimand in the event of certain misconduct. The Commission is also responsible for investigating and adjudicating claims of misconduct, maintaining databases of training, certification, employment, and internal affairs records for all officers, and certifying law enforcement agencies. As the central entity mandated to oversee officer certification, the Commission will ensure that those officers’ training and misconduct records are available both to the Commission and to those officers’ current and future employers, to improve accountability. Individuals who are not certified, or who lose their certification, will not be able to serve as police officers in Massachusetts.

The POST Commission is looking for an individual to join the technology staff as Product Manager, who will be part of the team that develops and implements technology solutions and support key business functions.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The POST Commission is a new agency and has no legacy technology.  Part of the initial focus will be to implement a software application that supports key business functions described above. We are interested in hiring a Product Manager with Salesforce experience who will be responsible for managing the technology implementation, coordinating between business, technical, and vendor stakeholders, and ultimately for ensuring the Commission’s core application meets business needs through all phases of development and maintenance. The POST Commission, with support from the Executive Office of Technology Service and Security, intends to empower operational staff to define lean business processes, leverage existing state resources where possible, provide a positive, modern digital experience, and enable timely delivery of critical technology that can be continuously improved upon.

The Product Manager will coordinate with business and technology stakeholders to deliver a user-centered product using agile methodologies and modern software development practices while building capacity for product innovation in government. POST will rely on this position to surface key decisions impacting the development of its software application and drive their resolution; the Product Manager will analyze the tradeoffs with respect to business goals of different possible solutions and make recommendations to POST leadership about how to proceed. The Product Manager will work closely with POST business and technical leads to ensure alignment across the Commission.

The ideal candidate should have experience managing software products and/or leading product development, a demonstrated ability to collaborate, and drive progress, along with experience managing and/or configuring applications in Salesforce.
