Predrag Milenkovic has 20 years of experience in Information and Communication Technology. Predrag’s experience encompasses working with international donors (European Union, European Bank for Reconstruction and Development, United States Agency for International Development, United Nations Development Program and World Bank). Predrag is the expert in Management in Information Systems; considering the experience in managing projects in all phases of the project lifecycle. Predrag is familiar with Enterprise Architecture, Databases, System Administration, IT Services Management, and Systems Integration, Technology selection and Data Analysis.
Additional domains of expertise include Public Administration Reform, e-Government, Technical Assistance, Capacity Building, Bankruptcy, Consensual Financial Restructuring, Tax Administration and Government modernization.
Predrag's primary area of expertise are enterprise system implementations for various End User needs. Additional experience encompasses procurements and ICT consulting.
Predrag also worked on Architecture Solutions and IT Strategies for several government entities.
He has served in senior level positions in Information Systems and in Public Administration reforms: introduction and development of IT Systems, Capacity Building, Technical Assistance, Streamlining and Optimization, Training and Education.
In 2010, Predrag obtained PMP (Project Management Professional) certification.
Predrag worked as the Senior Project Manager and Consultant for the ICT Company - “Teamnet”, one of the largest System Integrators in South East Europe. Predrag’s responsibilities include preparing the technical proposals for tenders and calls for proposals issued by European Union, European Commission, World Bank, United Nations Development Program and local (Serbian) government. After the tender is won, Predrag has been responsible for implementation, as expert or Project Manager (depending on the role of “Teamnet” within the Consortium) on projects including Document Management System and Public Register for the Securities Commission of the Republic of Serbia, Business Analysis for the HR Management System for the Serbian Tax Administration and supply tender for the Sector for Emergency Situations within the Ministry of Interior.
Predrag was also the Project Manager for implementing of 3 distinct Information Systems for the Ministry of Regional Municipalities and Water Resources of the Sultanate of Oman. These systems will provide an increased level of electronic Government-to-Business and Government-to-Citizen services by the Government of Sultanate of Oman. The project scope includes technical services back-end hub, water management system (with major Geographic Information System component) and health monitoring and inspections system.
Predrag was engaged as a key expert in a project sponsored by the European Bank for Reconstruction and Development for improving the Consensual Financial Restructuring processes in Serbia. The work performed by Predrag included designing and implementing the application for managing cases, compiling reports and providing access to stakeholders, based on their roles, to cases information. Beneficiary was Serbian Chamber of Commerce and Industry.
Predrag, managed a development team in a software development company (Soprex – short of “Software Development Experts”) in developing and implementing the web application for warehouse management.
Predrag also managed a knowledge transfer project in which client – server applications were transferred to a different vendor, including code, configurations, manuals, technical documentation and access rights.
During the Bankruptcy and Enforcement Strengthening Activity project, sponsored by the United States Agency for Development, Predrag coordinated setting up the complete ICT infrastructure for bankruptcy cases in Serbia. The project delivered hardware and software system for bankruptcy administrators, assistants, regulators and controllers. The system had three major components and the budget was about $1 million.
